The California Air Resource Board (CARB) is currently proposing changes which will impact businesses involved in logistics and trucking. The three main proposals are: Lowering the opacity limit, Periodic Smoke Test Program (PSIP) reporting requirements, and PSIP smoke tester training requirements. Vehicle opacity limits for non-DPF vehicles will be based on the year of the vehicle and will have stricter limits than are currently required. Smoke test performers will be required to attend approved courses available through the CARB website starting in 2019.

The proposed change to PSIP reporting will require businesses to electronically report and upload results into the CARB database. This change will be phased in based on fleet size. Fleets with 50+ vehicles will be implemented by 2019 and the submission deadline will be 2020. Fleets with 20-49 vehicles will be implemented by 2023 and the submission deadline will be 2022. Fleets with 1-19 vehicles will be implemented by 2023 and the submission deadline will be 2024. Managed Mobile will continue to track the proposed changes as more information becomes available.
