Overview

The purpose of this guidance is to provide vehicle owners with updated timing information on future reporting and periodic testing requirements within the Clean Truck Check program. Key events and estimated implementation dates are:

  • The expected time frame to enter equipment into the Clean Truck Check database portal is from October 1st, 2023 to December 31st, 2023. If you have any California registered vehicles that are required to sign up in the Clean Truck Check program, you will be receiving directions from the state as to where to submit the vehicle information.
  • There is a $30 fee for each unit to be registered in the Clean Truck Check database. The $30 fee will be applied to the 2023 reporting year.
  • CARB estimates the new testing requirements will start July 1st, 2024. This means all passing tests will need to be submitted to the reporting portal on or after July 1st, 2024.
  • A passing compliance test is required to be submitted to CARB within 90 days prior to the vehicle’s reporting deadline.
  • For 2024 only, all vehicles that require biannual testing will only need to test and submit one time, on or after July 1st, 2024. (See FAQs for specifics on reporting dates.)
  • Starting in 2025, all vehicles will have semiannual compliance deadlines (two each year, one every six months).

FAQs

What are my vehicles’ required reporting dates?

All California registered vehicles’ reporting dates are aligned with the vehicles’ registration dates.
Example: For a California registered vehicle with a registration date of April 30th, the passing test can be submitted 90 days prior to, but no later than April 30th. The second test will need to be submitted six months after the first submission, but no later than October 31st.

What vehicles are required to be enrolled in the Clean Truck Check program?

Nearly all Diesel and Alternative fuel vehicles over 14,000 pounds gross vehicle weight rating(GVWR) that operate in California, including personal vehicles, will be required to comply. The difference between a personal vehicle and a commercial vehicle will be the number of yearly tests required. Personal RVs and registered agricultural vehicles will only be required to test once a year vs. twice a year for commercial vehicles.

Where/Who do we send our inspection results to?

Once the vehicle has been entered into the Clean Truck Check program database, any subsequent Opacity or OBD inspections performed by Managed Mobile will be submitted into the program at the time of inspection.

What if my vehicles are not registered in California?

All non-California registered vehicles will also be required to be inspected twice a year (once in2024, twice moving forward beginning with 2025). The reporting schedule for non-California registered vehicles is based on the last number of the VIN. The reporting window is the same as above; there is a 90-day window to submit your test.

Table II below shows the 2024 reporting schedule for non-California registered vehicles:

Example: A non-California registered vehicle with “6” as the last number of its VIN would have a compliance deadline of October 31st, 2024. The reporting window is the same as California registered vehicles (90-day window, but no later than the last day of the reporting month). Going forward (2025 and beyond), this vehicle would have bi-annual reporting deadlines of April 30th and October 31st.

What happens if I don’t register my vehicle in the program?

If you do not enter your vehicle into the Clean Truck Check program, you will not be able to renew your California registration in 2024.

What happens if my truck doesn’t pass the inspection?

If the truck doesn’t pass the initial inspection, you will receive a notice to repair, or NTR. Once you receive the NTR you will have 30 days to repair the vehicle and retest. There is no charge from the state to submit the retest of the vehicle, however there will be a retesting charge from the testing vendor.
